No wind issues in either Dallas or Baltimore.  It will be cold in Charm City, but no risk of precipitation.  Dallas should provide a great venue for the late afternoon game.

UPDATE:  Aside from the cold, rainy conditions in New Jersey for the Jets game, I don't see any impediments being put up by Mother Nature this Sunday or Monday.  The snow in Cleveland and Seattle should not pose any problems, and it is going to be remarkably calm in terms of the wind in every outdoor game.  Play on, and don't worry about the weather for the remaining 13 games in Week 13.
