The Panthers don't plan to offer Brown a contract tender, which sets the stage for the wideout to become an unrestricted free agent Thursday, ESPN.com reports.

Philly Brown is dealing with a shoulder injury after taking a tough hit during Tuesday's practice. He is getting a day or two to rest and recover. He'll be the Panthers fourth wide receiving option behind Kelvin Benjamin, Devin Funchess, and Ted Ginn.

The Panthers aren't worried about the injury being particularly serious, but the extra precaution makes sense considering Brown is coming off of offseason shoulder surgery. Don't be surprised if he is held out of the Panthers third preseason game.

Brown has zero fantasy value as the roster currently stands. He was forced into some extra work last year when Benjamin tore his ACL. Now Benjamin is back, Funchess has another year under the belt and Ginn proved to be an intirguing deep threat option for the Panthers. It's unlikely he receives more than 40-50 targets this year.
