Carroo is eligible to play after serving his four-game suspension, Alain Poupart of the Dolphins' official site reports.
The Dolphins declined to tender Carroo a contract for 2019 and he ended up receiving the four-game ban in June. The 2016 third-round pick had 12 receptions for 192 yards and two touchdowns during his three seasons (37 games) in Miami.
Carroo was suspended Tuesday for the first four games of the regular season, Field Yates of ESPN reports.
Carroo has been a free agent since March, when the Dolphins elected to not tender him for the 2019 season. With this suspension, Carroo likely won't be able to find a home in the league until after Week 4.
WR Leonte Carroo will start in place of DeVante Parker.
The rookie Carroo will get eh start for the Dolphins. Parker did return to practice but his hamstring isn't quite ready for game action.

With the onset of slotted salaries for draft picks in the last CBA, it makes it far easier to sign draft picks and at a much more controlled salary level. Carroo was seen as a good pick by the Dolphins, especially in the third round, as he should great playmaking ability while at Rutgers to go with steady hands. Miami has been looking to improve it's big play ability and with Carroo now officially in the fold, they should have a pretty good start.
