Withrow (undisclosed) will open the year on the minor-league DL with Triple-A Omaha.
He allowed four earned runs with a 5:1 K:BB in 4.1 spring innings, and it is unclear if he aggravated the elbow injury he returned from late last season.
Withrow was reassigned to the Royals' minor league camp Monday, MLB.com's Jeffrey Flanagan reports.
Withrow has showed some promise in the past during his time with the Dodgers earlier in his career, but he was let go by the Braves in the offseason after wayward command limited his effectiveness in 2016. He was forced to settle for a minor-league deal with the Royals, and was unable to overcome a rough spring training in his bid for a roster spot. He'll slot in as organizational bullpen depth for the Royals, presumably at Triple-A Omaha.

Withrow had a solid 2016 in posting a 3.58 ERA and 1.22 WHIP in 37 2/3 innings with 28 Ks before the Braves let him become a free agent about a month ago. Along with the minor league deal comes an invite to spring training with the bullpen heavy club. If he is able to improve on his 2016 figures in the month of March, he could be headed to Kansas City instead of Omaha.

The Braves have let go of Withrow; one of their most consistent bullpen arms last season. Withrow finished with a 3.58 ERA, 28 strikeouts and 17 walks in 37.2 innings pitched. He'll likely be signed by another team to add bullpen depth to that team.
